A native of Ireland, he served the United Nations and International Community for more than 32 years. He is a specialist in human rights and in negotiations in conflict areas. As UN Deputy Head of Political Affairs inside Bosnia, he negotiated the Winter Ceasefire and later, the Cessation of Hostilities Agreement in Bosnia in 1994.
