Dr. Juliette Torabian is a senior education and international development specialist with over 26 years of field and institutional experience. Her work spans project management, policy analysis, research, and strategic planning across complex, multi-stakeholder environments. She has led programme design grounded in theory of change frameworks, conducted feasibility and risk assessments, and delivered mid-term and end-of-project evaluations with a strong focus on impact and sustainability.
Her expertise covers comparative and international education, higher education policy and governance, quality assurance, academic leadership, and equity in access. She has extensive experience in capacity development, including national and organisational strategic planning, practice change design, and the development of training modules and toolkits. Dr. Torabian’s thematic focus aligns strongly with the Sustainable Development Goals, particularly SDG 4 (Quality Education) and SDG 5 (Gender Equality), with special attention to girls’ education, refugee education, post-conflict and post-disaster contexts, and gender-sensitive governance.
Her research interests include comparative international education policy and practice, the sociology of higher education, social justice, mobility and migration studies, environmental sustainability, and the intersections of peace, gender equality, and development.
