Leading Through Crisis: Nursing Leadership and Global Health Governance in a Changing World

As part of its Emerging Issues and Persistent Challenges Seminar Series, the Geneva School of Diplomacy is pleased to welcome Mr Howard Catton, Chief Executive Officer of the International Council of Nurses (ICN).

Against a backdrop of health emergencies, workforce shortages and growing pressure on healthcare systems, this seminar will explore the importance of nursing leadership in shaping effective and resilient global health governance.

Drawing on his extensive experience in international health policy and advocacy, Mr Catton will discuss the role of nurses in crisis response, global decision-making and the development of stronger, more equitable healthcare systems.

The Geneva School of Diplomacy welcomed Howard Catton, Chief Executive Officer of the International Council of Nurses, for a timely discussion on “Leading Through Crisis: Nursing Leadership and Global Health Governance in a Changing World.” The session was moderated by Assist. Prof. Nikica Darabos, M.D., Ph.D., a member of GSD’s expert faculty.

The discussion examined the central role of nurses in building resilient, equitable and sustainable health systems. Mr Catton addressed the global nursing shortage, the unequal distribution of healthcare professionals and the consequences of relying heavily on international recruitment. He also highlighted the importance of ethical workforce policies, quality education, safe staffing, fair compensation and stronger representation of nurses in leadership and decision-making.

Students explored how nursing leadership contributes to universal health coverage, public trust, crisis preparedness and healthcare delivery in conflict and humanitarian settings. The session also considered the growing use of artificial intelligence and health technologies, emphasising that innovation should strengthen the work of healthcare professionals rather than replace their knowledge, judgement and human connection.

A central message emerged from the exchange: investing in nurses is not simply a healthcare priority, but an essential component of global security, economic sustainability and effective governance.

The session concluded with an engaging exchange between Mr Catton and GSD students, who raised questions about workforce mobility, health diplomacy, technology and the future of global healthcare.
