Biography

Dr. Carlos Herrera Pérez is a scholar specialising in artificial intelligence and global governance. His research explores the intersection of emerging technologies, international order, and regulatory frameworks, with particular emphasis on the geopolitical and ethical implications of artificial intelligence.

His work examines how technological transformation reshapes power dynamics, sovereignty, security, and multilateral cooperation. He contributes to ongoing debates on digital governance, innovation policy, and the future of international regulation in an era defined by rapid technological change.

Dr. Herrera Pérez currently lectures at the Geneva School of Diplomacy. Prior to this, he conducted research at the Universidad de Málaga, focusing on artificial intelligence models for the prediction of jellyfish and algae activity along the southern coast of Spain.

He has also held research and academic appointments at The Manchester Metropolitan University and the Universidad Politécnica de Madrid, where he worked as a Marie Curie Postdoctoral Research Fellow.

In addition to his academic and research career, Dr. Herrera Pérez has professional experience in technical translation and software-related projects.
