Biography

Dr. Juliette Torabian is a senior education and international development specialist with more than twenty-six years of field and institutional experience spanning project management, policy analysis, research, and strategic planning across complex international and multi-stakeholder environments.

Her work includes programme design grounded in theory of change frameworks, feasibility and risk assessments, and mid-term and end-of-project evaluations with a strong emphasis on impact, sustainability, and institutional effectiveness.

Dr. Torabian’s expertise covers comparative and international education, higher education policy and governance, quality assurance, academic leadership, and equity in access to education. She has extensive experience in capacity development, including national and organisational strategic planning, practice change design, and the development of training modules and institutional toolkits.

Her thematic focus aligns strongly with the Sustainable Development Goals, particularly SDG 4 (Quality Education) and SDG 5 (Gender Equality), with particular attention to girls’ education, refugee education, post-conflict and post-disaster contexts, and gender-sensitive governance.

Her research interests include comparative international education policy and practice, the sociology of higher education, social justice, migration and mobility studies, environmental sustainability, and the intersections of peace, gender equality, and development.

Dr. Torabian has regional expertise across Asia, Africa, and Europe, including work related to West, Central, and Southeast Asia, Sub-Saharan Africa, and European higher education systems.

She is an expert member of UNESCO’s Inclusive Policy Lab and is affiliated with several international research and policy networks, including the National Foundation for Educational Research (UK), the International Association of Universities, NORRAG, INEE, and the British Educational Research Association.

In addition, she serves as Regional Editor for Bloomsbury ECEC and the Journal of Comparative and International Higher Education, while contributing to multiple editorial boards and academic advisory platforms.
